Live Local Act Exemption Consulting in Lake Worth Beach
We help multifamily owners claim the Live Local Act property tax exemption. Our work covers exemption applications, FHFC certification, the county DR-504AFH filing, annual recertification and resident income verification. We read your rent roll and income files before recommending anything, for owners in Lake Worth Beach, Lantana and Boynton Beach.

About Our Practice
We are a Live Local Act consulting practice working with multifamily owners and property managers. Our focus is narrow on purpose: the property tax exemption, the certification behind it, and the income and rent records that have to support it every year.
The way we work comes from what goes wrong in these filings. Applications get denied or reduced because a few units were charging above the limit, or because income certifications were never updated. So we look at the records first, explain what we find in plain terms, and only then recommend a filing strategy.
Live Local Act Services for Multifamily Owners
The exemption is not one form. It is a certification from Florida Housing Finance Corporation, a county application, and a file of income and rent records that has to hold up every year. We handle Live Local Act exemption applications, FHFC certification filing, county DR-504AFH filing, annual recertification, resident income verification and ongoing compliance support. You can use us for the whole cycle or for the one piece that is giving you trouble.

Exemption Applications
We check your rent roll against Live Local Act limits, estimate the tax savings and prepare the state and county filings when the numbers support it.

FHFC Certification Filing
We prepare and file your Florida Housing Finance Corporation certification request after checking units, rents and income records against the program rules.

DR-504AFH Filing
We reconcile your units, rents and FHFC certification, then prepare and file the county DR-504AFH so the Live Local exemption reaches your tax bill.

Annual Recertification
Yearly FHFC recertification and DR-504AFH renewal, built on a fresh review of your rent roll, tenant files and rent limits.

Resident Income Verification
We audit each qualifying unit's tenant income file against the right AMI band so your Live Local exemption rests on records that hold up.

Ongoing Compliance Support
Year-round checks of rents, unit counts and resident files so your Live Local Act exemption holds up at recertification and under appraiser review.
Owners We Work With Across Palm Beach County
We work with owners of multifamily properties in Lake Worth Beach and throughout central Palm Beach County. That includes Greenacres, Palm Springs, Lantana, Westgate, Lake Clarke Shores, San Castle and Hypoluxo, as well as West Palm Beach, Palm Beach and Boynton Beach. Every property in the area files with the same county property appraiser, so the county steps are consistent from one city to the next.

What Moves the Cost of Our Work
Our fees depend on how much there is to check and how clean your records are when we start. A newly leased building with organized income files takes less time than an older property with years of mixed paperwork. Here is what changes the scope.
Your call starts with a free savings estimate based on the basics of your property. After we review your documents, you get a written scope and fee before any filing work begins.
- Unit count and set-aside
- The exemption requires more than 70 units set aside for residents at or below 120 percent of area median income. More units means more income files and more rent figures to test.
- Income tiers in the mix
- Units at or below 80 percent of AMI and units between 80 and 120 percent are treated differently, so a property with both tiers needs each unit sorted and verified against the right limit.
- Condition of resident files
- Missing pay stubs, unsigned certifications or stale verifications have to be rebuilt before anything is filed. Clean files shorten the job considerably.
- First year or renewal
- A first-time application involves setting up the certification and the evidence trail. Renewals usually go faster because the structure already exists.
- Timing against deadlines
- Starting in late winter compresses the FHFC and county steps into a short window, which means more hours in fewer weeks.
- Number of parcels
- A development split across several parcels may need separate applications and separate value breakdowns for each.
How an Engagement Runs
Each step finishes before the next one starts, so you always know where your application stands.
- 1
Phone call and savings estimate
Tell us the unit count, rent levels and how the property is managed. We give you a free savings estimate and a sense of whether the exemption is realistic.
- 2
Document review
We go through the rent roll, current leases and resident income certifications unit by unit. Each unit is matched to its income tier and checked against the applicable rent limit.
- 3
Written findings
You receive a summary of qualifying units, problem units and the fixes needed. Nothing is filed until you have read it and agreed on the plan.
- 4
Certification and county filing
We prepare the FHFC certification request, then the DR-504AFH for the Palm Beach County Property Appraiser once the certification is issued.
- 5
Recertification calendar
We set dates for annual income verification and the next year's filings, so the exemption carries forward instead of lapsing.

Questions Owners Ask About the Live Local Act Exemption
Does my property qualify for the Live Local Act exemption?
The main test is more than 70 units set aside for residents earning at or below 120 percent of area median income, with rents at or below the published limits for each tier. Whether your property passes depends on actual incomes and actual rents, not projections. That is why our free eligibility check starts with your rent roll.
How much could the exemption save?
Units serving residents at or below 80 percent of AMI can be fully exempt, and units between 80 and 120 percent can receive a 75 percent exemption, applied to those units' share of the assessed value. Your savings depend on the qualifying unit count and your property's assessment. We give you a free savings estimate on the first call and refine it after the document review.
What is the difference between FHFC certification and the DR-504AFH?
FHFC certification comes from Florida Housing Finance Corporation and confirms that the property meets the affordability requirements. The DR-504AFH is a separate state form that goes to the Palm Beach County Property Appraiser to claim the tax break itself, and the appraiser expects the FHFC certification to back it up. So the certification comes first and the county form second, and both repeat for every year you claim the exemption.
Once approved, does the exemption carry over on its own?
No. An approval covers a single tax year. For the next one, resident incomes are checked again, a fresh FHFC certification is requested and a new DR-504AFH goes to the property appraiser. Our annual recertification service keeps that sequence on schedule so a missed step does not cost you a year of savings.
What documents should I have ready?
A current rent roll showing unit numbers, bedroom counts and charged rents, along with signed leases and resident income certifications with their supporting proof of income. If some files are incomplete, send what you have. Finding the gaps is part of our review.
What if some units do not meet the rent limits?
Those units cannot be counted toward the exemption as they stand. We identify them in our findings and explain the options, such as adjusting rent at the next renewal, so you can decide whether the change is worth making. We do not file for units that fail the test.
Is the first call really free?
Yes. The savings estimate and eligibility check on the phone cost nothing. If you want us to proceed, you get a written scope and fee before any paid work starts.
Why Owners Start With Our Review
Most exemption problems trace back to records, not forms. A rent roll that lists the wrong income tier, or a lease that charges above the limit, can sink a filing that looked complete.
- 01
We read the files before we advise
Before we tell you what to file, we go through your rent roll, unit mix, leases and income certifications. Recommendations come after we know which units actually qualify, not before.
- 02
Findings in plain writing
You get a written summary of what we found: which units meet the income and rent tests, which do not, and why. If a unit fails because the charged rent exceeds the published limit for its tier, we say that directly and show the numbers.
- 03
An honest answer on whether it pays
Some properties qualify on paper but the savings do not justify the compliance work. If that is your situation, we tell you so before you spend money on filings.
- 04
Deadlines tracked from the start
FHFC certification has to be in hand before the county application, and the exemption is judged on status as of January 1. We build your calendar around those dates so nothing slips to the last week.
- 05
Work done where it suits you
We meet at our office, or by phone and video. Documents move through whatever secure method your management company already uses.
